Haven't heard of rustop, but sounds like Ziebart or Rusty Jones, which were popular years ago. I don't think it's neccessary any more - all car makers now galvanize and use a lot of plastic - for example, look in the wheel wells of your PT - Plastic - that was a favorite place for rust to start as stones got thrown up. Cars from the 80s on don't rust like cars of the 60s or earlier.
I don't think it can hurt, but the smell of the protection is a definite downside.
