Default Cap in drivers side fender wheel?

I have searched for this topic but haven't found a relevant resply.

My wife just purchased a 06 PT LE turbo. She absolutely loves the car. I would (like most guys) like to optimize the power. The first thing I look at is the intake efficiency and locate that the intake obtains it air charge. From what I have seen on this car the intake charge is taken from just above the driver's side fender, but still inside the engine compartment. I also notice when looking at the fender well from the tire position, that immediately below the intake snorkle there is a circular panelin the wheel well material that appears to be removeable. If one removs this panel the hole would provide a cool air source for the intake. Has anyone removed this panel? If so, how have you dealt with the possibility for water intrusion?

Additional question if you please, is there a detailed method for changing the spark plugs and wires? What the postings I have seen the process appears to require removal of the valve cover?
