If the SRT folks engineer the SII with CARB certification in mind then there would be no problem getting a E.O exemption.

It was, with SI, that DC higherups did not want PVO to take the time to engineer it with CARB approval in mind, all they cared about was getting it to market ASAP(can't divulge the source, but it is fact). Engineering is engineering and they had all the tools they needed at their disposal to properly engineer it at a minimal increase in cost .

This, maybe, could be the explanation for the hold on the release of SII for the GT Cruiser. I'll take it either way, but, would much rather it be CARB approved! even if I have to pay a little bit more. NOT 400.00 more than SRT-4 though! Then again, maybe I would?
