The way you explained it, your saying the person would be stopped and signs a ticket when caught by a red light camera. No body is stopped. The registered owner of the car is sent a ticket in the mail and it's up to that owner to go to court and prove he/she wasn't driving. A lot of times the camera takes the picture of the whole front of the car including the driver so there's no possible way to say it wasn't you, if your the one in the picture. If you don't have a plate, then yes you got away with it...but that's why some officers go after cars without the plate. Some states/jurisdictions have fought the red light camera and won but most states have made it legal.
