Chemically, no, but becuase of temperature and pressure of the stream, it does a pretty good job. Had an older car with high mileage and I used to steam clean the engine - came out very good. I didn't do it so much for cosmetics, but I felt it would run cooler and make it easier to trace any oil leaks.
