get a ground strap and see if it helps. it is a rubber strip that goes under the car and touches the ground. The old cars used to have them hanging off the rear bumper.

It will be worse if you have a cloth interior, I used to get shocked horribly in the winter when the winds would kick up.. [:0]
Static Guard on the seats help, but the ground strap will work better.. The static guard wears off..
