You've gotten the answer on your puddle - if it's clear, it's condensation.
The reason the PT gets poor mileage is largely due to its weight - it's porky. I can tell you that as miles rollup, mileage will improve.
Biggest single thing (other than not burying gas pedal) for mileage is to keep tires pumped up - I go about 37-38 PSI on mine, and get just over 25 overall - I'm at close to 80,000 miles.
