like QSD said, when the light comes on or you start hearing them skreeching. i replaced mine at 21k. there was praticaly nothing left. and you can do them yourself. it takes longer to jack up the car and take off the wheel than to change the brakes. oh, and i just needed the fronts. back only does like 30% of the braking so they are still good. i used ceramics from napa. they only had them for N/A cruisers, but fit just fine on turbos. if i remember right, they where like $85.
