When gasoline (HC) is burned 'perfectly' it is oxidized. Chemically, that means H2O and CO2 are produced. H2O is water. It will come out the tailpipe as steam, unless the air temp and the pipe is cool enough to condense it back to water. You will see it on cold days when the car is first started. Look closely and you will see drain holes on the rear bottom of mufflers to allow this to drain.
