The only way that the washer fluid can freeze is if the alcohol content is too low. The proper mix of water and alcohol won't freeze. Alcohol tends to evaporate a little sooner than water. If the washer fluid isn't fresh and has been in the holding tank for a long time, the concentration of alcohol may be low. It's best to start the cold season with fresh washer fluid.

Edit: If you have put new fluid in the resevoir, be sure to pump the old stuff out of the lines. If the "Purple Stuff" is still freezing, then it's not a proper mix and of poor quality.
