I believe the black "silencer" as many of us call it is also designed to separate any water that splashes up into the air box by pointing the air toward the side of the air box. This forces the air to make a turn prior to going through the filter. As the air makes the turn , the heavier water will impact the side of the box instead of hitting the filter head on .
I also recently installed an AiRaid CAI on my cruiser and it came with a warning to be careful about driving through water.
The black silencer is more than twice the area of the white one , if it restricts it's minimal in comparison.
