couldn't find what year you've got. In the 03 manual, Fuse # 20 in the power distribution Center (underhood) powers the cigar lighter and both of the outlets. The front is hot at all times, and the cigar and rear are switched by the ignition switch. The cigar lighter power is a Red wire from switch connector C1 terminal No. 3. I'd check the connector at the back of the lighter first.
