1) I'm not sure how 250 CFM equates to a measure of boost - I mean, I have no feel for whether that's significant or not.
2) It would seem to me that when it's not turned on, it would restrict air flow due to blades in intake tract.
3) don't see why it wouldn't work when turned on - except for 1) - dunno how much that 250 CFM represents. [:I]
