Try moving the wheel to another axle, and move the lug nuts along with it. If the noise moves with the wheel then it's probably a problem with the wheel.
I just spent 4 months trying to figure out what was causing a scraping/squeeking sound, and it turned out it was a problem with my new American Racing wheels or the lug nuts that came with them. Same sort of problem you describe where the sound didn't go away when braking.
Do you have stock Chrysler OEM wheels, or after market wheels? If after market, do they have hub-centric rings? Aperently those can casue problems too.
My problem went away when Sears gave me my money back for the American Racing Wheels and I bought new ASA wheels.
