I picked up water in my fog lights about 1.5 months ago after a rain storm; I had to drive through some unexpected puddles that were deeper than I had imagined. Mine wasn't so bad I had to drain it, and it just evaporated over time. I would think you should be fine to take out the bulbs and remove the housings. They're pretty easy to take out - putting 'em back in is a bit trickier, but it should only take you a short while. You will likely need to remove the splash-guard from the wheel well.
