The answer is common. Low-ball you and try to get out cheap. I was in a motorcycle accident, and they totalled the bike and tried the same thing. I got decent money for the bike eventually, but they still wouldn't pay for the (required) helmet that got damaged. It's the "keeping costs down" they tout in ads. Fight for the proper fix for your PT.
