DC's TSB indicates they will cover the repairs to the bumpers "withinn the terms of the warranty" which will be interpreted differently by various dealerships.
I haven't had my rear quarterpanels oxidize or change appearance, but my unpainted bumpers developed a nasty tape-mark that ran the entire width of the car, right to left. I fixed it myself with the SEM 39273 Charcoal Metallic paint referenced in their bulletin.
