DC's TSB indicates they will cover the repairs to the bumpers "withinn the terms of the warranty" which will be interpreted differently by various dealerships.

I haven't had my rear quarterpanels oxidize or change appearance, but my unpainted bumpers developed a nasty tape-mark that ran the entire width of the car, right to left. I fixed it myself with the SEM 39273 Charcoal Metallic paint referenced in their bulletin.

I found the paint through goferautomotive (http://www.goferauto.com/). My repairs took about an hour to complete - you can see the rear bumper before/ after at http://hereinmycar.blogspot.com.
