Not a "COP" but sworn officer with the Citrus County Sheriff's Office and part time with the local Crystal River Police. Both non-paid volunteer positions.

You heard it on the other forums, and Michael explained it very well. Not quite enough "probable cause" to pull you over but "acting suspicious" and probably a slow time of day. Young driver, "newish" car, out of state, and there might have been a "BOLO" (Be on the look out) for your kind of car that was involved in some sort of incident.
