I believe your referring to the strap that keeps the seat from unfolding when your taking it out. Once you unlock the rear seats and fold them forward you can attach the loop to the bottom of the seat to keep the back and bottom together.
Also, that metal U coming out of the door jam behind the front seats can also be clipped to keep the seats folded up while hauling larger items (or unruly children!)
