You might check your tires for this type of vibration if you've ruled out rotors. When I replaced my stock Goodyears at about 20K miles, some steering wheel vibration under braking was competely removed. I don't know if this was endemic to worn Goodyears, but I seem to recall some others here reporting the same thing with these tires when worn.
