Yes, that is true, but he may have adjusted it as far as it can go. He probably needs a Camber Adjustment Kit. Here is the one made for the Eibach springs:

rte662006 said REAR toe so that would be shims. I'm thinking that lowering the rear would not affect the "toe" setting and that it came from the factory that way and would try to get the dealer to do the work.
