The reason D-C cannot call it a 'Roll Bar' (nobody calls them Roll Bars anymore) is because it is not a 100% sure thing. IE: If some twit manages to roll thier car (or truck) and get hurt they are going to sue because the 'roll bar' didn't protect them.

All the 'show bar' can do is give some protection, but if you ain't seatbelted in, or you just plain run out of luck, then I hope your insurance and prayers are up-to-date.

Now this is not to be confused with a full-on Roll Cage, like the racers and hard-core off-roaders use. And even those are not 100% effective if you run out of luck...
