IMHO, there's no exact time to change.
If you have no signs of plug/wire wear, meaning stuttering, mis-fire, rough idle, then there's really no reason to change out either item. To be on the safe side, have the plugs and wires on-hand and change them out somewhere around 25K, if you can get that far without any of the above signs.
