I have ABS, and it's not speed - related, it detects when car is moving and wheels are locked - it releases and reapplies brakes to let wheels barely turn.
Find an empty section of a parking lot covered with snow/ice, and slam on the brakes - you'll hear and feel the ABS - if you're a good driver, and don't slam the brakes in snow/ice, the ABS won't come on.
