There's a circuit in your A/C system that monitors the pressure. When your A/C is first turned on there's a serge of pressure and the system says it's OK, and it's supposed to turn on the fan. Then the sensor see's it's a little low, so it shuts the compressor and fan off. But you still have the controls set for A/C so it comes back on again, and the cycle repeats. Bottom line, I'm pretty sure your low in R134 (or whatever Chrysler uses in the A/C system), so just have it checked and topped off.
P.S. Have them put some dye in the system also as you might have a leak. The dye (RED or another color) will show up where the leak is.
P.S.S. There's a lot of places that do free A/C pressure checks, look around in the ads.
