What you have is a burnt out multi-function switch. It's happened to lots of PT owners. Our resident expert (MX-5) has identified the problem as a very small part in the switch that doesn't hold up to the heat that's generated when the fog lights are on. Some seem to last a long time, while others only make it a couple of years. There's no fix as of right now. You have to replace the whole stalk. They run somewhere around $60 (I think) and if you have any capability of handling a few tools, you can do it your self. A few screws on the steering column and on the stalk itself. Two wiring harnesses have to come off and the new switch installed in it's place.
