Illegal? bah!
Back in the 70s I was running illegal euro-spec halogens in my TR4. The only cop who ever noticed was a state trooper who wanted to know where I got them as he wanted some.
(Back in those dismal days, the DOT required 1930's spec sealed-beams for cars and trucks. The only folks running halogens were folks with fast motorcycles, sports cars, and a few highway cops. In some areas the bright signature of halogens on a full size car was useful when playing 'spot the smokey'.)
As long as you aim them carefully, and stick to the 'warm' end of the scale (4000-4800K) they are not offensive.
(The trouble is too many people don't bother to properly adjust headlight aim.)
