I have a suggestion. First is the car still under warranty? If so take it to the dealer and have them look at it. I believe the possible cause is the multi-function switch that controls high beams low beams and fogs and turn signals...that may more than likely be the prob. i had a similar problem but mine got stuck on high beams so it was high beams or fog lights for me...but this to sounds like the switch is bad.
