It will make a difference if;
A. you are at 30,000 feet.
B. you have much higher compression than stock
C. You have carbon on the valves

If the factory could add a $2 plastic bottle and $.50 of vacuum hose to increase MPG or power, they would. Watch drag racing. They like dry conditions for max power. Have you considered what happens when the rings are subjected to added water?
To sum up, unless you have made major mods to your car, don't do it.
