What I can tell you is that sometime in '05 they stopped putting in the captive nuts in the recess, and the Mopar mounting kit I got was short those 2 nuts - got them at home Depot - I took a bolt with me - I'll save you a lot of time - they are METRIC.
I also came up with a trick - stuff a piece of paper towel in the recess to hold the nut up to the hole so you can start the bolt. Then, take a BFS (Big, F...ing Screwdriver) and wedge it agaist a flat on the nut while you tighten the bolt - you can't get a wrench in there. AND those bolts have to be TIGHT.
Good tips, but for a bit more info, they didn't include any captive nuts on my 04, either...
