An applique or graphic could be placed over it.
It would be hard to make a repair that doesn't attract more attention than the tear itself...
That being the case, Streamline Design (and others) make quite an assortment of graphics that are designed to stick to the sun visor and rear deck. They should stick equally well on the headliner.
