Ed,
Sounds like a liability issue for Home Depot, itÂ’s their cart and their lot. Tell them, just like a driver is required to have a vehicle under control at all times, the carts are their responsibility.
I would contact the store manager at least and make them aware of the accident.
I know those "put a quarter in the slot" to get a cart is a pain but the carts all get put back.
