This is totally a liablilty to Home Depot. I use to work for a grocery store in my teen years and we were put on probabtion if a cart did any damage to a vehicle in the enitre shopping center parking lot. I would have taken this one to the manager of the store and the owner of the property if it wasn't Home Depot.
