Welcome to the forum. You hit the nail on the head with the easiest solution...reset the computer. If you've installed or played with the modifications you described, you know how to access your battery. Find the negative cable and unhook it from the post. Leave it off for a few moments and then re-attach it. The car might stumble a bit when starting and running for a few minutes while it re-learns the settings. Take it for a ride and go thru all gears and go as fast as they legally permit in your area. Then try the cruise control again. If it still does the surging, You have a bad cruise or you might have a vacuum leak somewhere. Good luck.
