Hooligan,

A bill going thru the legislature right now will do away with the penalty of covering that wording. You must however show the states name, the registration sticker with month and year and of course the lettering/numbering on the plate itself. This all came about because the person getting the citation was an aid to one of the congress persons and was off fighting the ticket when he/she was needed for something else. The congress person was upset and put a bill in motion to stop this kind of citation.
