I think your air is working just fine. Almost all cars have some sort of cutoff on the air-conditioning when you put your foot down, the PT included. Mine does the same thing. It will cool off again when you let up on the throttle. I'm not sure of the workings as to what shuts off, but my wife's KIA and my Vette does the same thing. It's only when your at full throttle does the air shut off to give you some extra power, the fan is still blowing and that's why it feels warm.

As far as not being real cold, that's a different story. Have it checked out...mine freezes my hands off after 10 minutes even in the 90 degree heat we/ve been having everyday.
