If you are using "system" products like Adams....try their detail spray...that is what helps remove excess wax on wiping down (for painted bumpers)....and VRT for the vinyl bumpers.
-Besides, if the bumpers are dark black vinyl...you probably shouldn't be waxing them anyway.
