Get some vegetable oil and an old toothbrush. A lot of people recommend peanut butter, but it's really the oils in it that do the trick and a plain vegetable oil is just easier to work with.
Now, if you're talking about the whitish tape marks left behind on the factory plastic bumpers, that's another story altogether.
