Pretty sure it was standard equipment across the board.

Pretty sure that the locking pin was the cheapest piece of pot-metal they could find, and it probably just broke.

I wouldn't worry too much about it. It's not like the locking steering column caused massive reductions in auto thefts.

Just don't got advertising it to your local Thieves Guild.
