What makes you think it's not the plugs or wires. Chrysler added a cheap ignition system to the PT. 9 out of 10 complaints on missing, stutter, ruff idle were cleared up by changing the plugs or wires or both. On your Turbo, the plugs can be changed pretty easily without taking off the upper manifold.

The fuel filter/pump is located and attached to the fuel pick-up inside and at the bottom of the fuel tank. It's not made to be changed or cleaned. It keeps cool and is lubricated by the gasoline itself so running your tank down to the "Low Light" comes on is not a good idea because your then talking about burning out the pump at about $300.
