With a turbo motor there is always a lot left on the table in terms of power. They keep the boost down and the timing low so you can run with regular gas and for more longevity. As far as logevity is concerned, the turbo motor is purpose built to withstand the higher stresses of the turbo. Even with 50+ more HP it is no hill for the motor. The HO and S1 programming just bumps up the boost, timing and holds higher levels of boost over a wider range for more power. So yes, they can get more with just programming.
