Fan is supposed to come on whenever A/C is on. If you can turn it on manually (I guess you mean by jumping it) then one of 2 things - switch to turn fan on w.A/C is bad, or one of the 2 speeds of the fan is bad.
Your hesitation, tho, might be the Idle Air Control (IAC) it's supposed to up the idle when A/C comes on.
Do a search on IAC.
