Just guessing, but yes that could make the IAC inoperable. Is the plug fixable? Your the one that's saying the bad part is too short/close to the IAC to make a connector, so you might end up buying that part of the wire but not the IAC itself. See if you can trace the wire back to see where it's connected/comes from and see if your dealer can order you a new one.
