Ok, here is my fix.
When I first installed the Hallman, I installed a brass fitting with a small vent hole for the preasure to release after the controller had closed. This worked horibly! The entire presure was escaping thru this hole making too little presure to open the wastegate. That is the reason I ended up installing it just before the factory boost control solenoid like my original post (Final boost controller installation). I have not found any other way of installing this controller and make it operate correctly other than the one I posted. If you have a T-Fitting installed in this line, your presure will be way too low to operate the wastegate correctly.
