most rear seat belts that dont have a pyrotechnic pre-tensioner will use some sort of mechanical stop. there is no electrical connection of any kind to the rear seat belts of the PT, so ther isnt any way for the belts to tell if the car is moving, that dealer needs his head examined. i believe if you buckle yourself in, then test them, a sudden jerk should lock them. as far as i know, the belts have to be out a certain amount for the lock mechanism to operate correctly.
