You don't need an electrical sensor to tell you the car is moving. You can use a mechanical device that will activate only when under deceleration. I believe they use a large ball bearing that blocks the locking mech when it's at the bottom, then when you decelerate, the ball slams forward out of the way and allows the mech to lock. I had a Sentra that had a seatbelt mech like that.
