The fuse box under the hood has both the High speed and Low speed fan relays. I'd almost bet my annuity check that both relays wouldn't go out at the same time but stranger things have happened. As far as maybe it being a wiring issue, I don't think anyone hear could make that call. Start with the relays. Clear the codes and see what happens.
