Have you considered getting a Kymco made scooter. Everything I've found on them lately touts their extremely reliablility. They have a 50cc version & plenty of dealerships in the US that can supply parts.
Just as a matter of personal preference, it would probably be wise to go ahead & take a qualified Motorcycle Course & get a MC licence endorsement, you will learn valuable life saving info, plus you won't be limited by the 50cc limitation.
I put 30K in a year & a half on an '83 Honda 650 Silverwing. Loved every minute of it from rain or sleet & cold or heat, I was riding. Incliment weather isn't a problem if your prepared for it.
