Chrysler only put the dual (high & low) tone horns in for the first two years 01 & 02 and then the cost saving measures hit. The engine vanity cover, the passenger side outside door lock, the rear removable shelf, the cargo net and a variety of lighted switches plus the second tone horn were all things deleted to save money.

It's located in the passenger wheel well behind the inner cover. I think all the wiring is there if you care to add the second horn.
