Welcome to the forum. First; turning the key trick started with the 2001 cruiser and they all show the codes if done right. Turning the key 3 times and leaving it the last time turned towards the windshield has to be done in 5 seconds or less to work. If no codes are stored, it will flash "done".

You already probably have the anser to your question as being the IOD fuse. It's located in the engine compartment in a black oblong box on the drivers side. You'l have to remove parts of the air filter system to get at it.
